PERAN WORLD FOOD PROGRAMME (WFP) DALAM MENANGANI PERSOALAN PANGAN DI LEBANON TAHUN 2020

Abstract


This study analyzes the role of WFP as an international organization in handling food problems in Lebanon. On August 4, 2020, an explosion hit the Port of Beirut which was equivalent to an earthquake with a magnitude of 3.3. Lebanon suffered heavy losses that exacerbated the condition of food security, which has been disrupted due to economic problems and refugees. Based on the WFP report, the poverty rate has tripled from 8% in 2019 to 23% in 2020. WFP conducts various operations in Lebanon to help the vulnerable population. To analyze its role, the author uses the theory of Clive Archer which divides the roles of international organizations into three, namely as instruments, arenas, and actors.

As an international organization, WFP carries out its role by implementing various programs that are in accordance with the conditions of Lebanon. As an instrument, WFP collaborates with the Government of Lebanon in poverty-targeted social safety net program for the vulnerable families in Lebanon. As an actor, WFP cooperates with many partners in allocating aid to Lebanon. The multilateral nature of WFP makes it able to collaborate with partners, so that the number of beneficiaries continues to increase from 2019-2021.
