IMPLEMENTASI KEBIJAKAN DALAM PENYELAMATAN USAHA MIKRO KECIL DAN MENENGAH (UMKM) DI MASA PANDEMI COVID-19 DI KOTA PEKANBARU TAHUN 2020

Abstract


This research is motivated by the fact that many micro-enterprises have been affected by the COVID-19 pandemic. Economic Recovery Efforts for UMKM affected by the Covid-19 Pandemic, one of which is the Assistance for Micro Business Actors (BPUM) program which is a capital assistance for micro-business actors affected by COVID-19 with assistance of 2.4 million by the Government through the Indonesian Ministry of Cooperatives and UMKM. The purpose of this study was to determine the implementation of policies in saving UMKM from the impact of the pandemic in Pekanbaru City. This study uses a qualitative method that describes the data descriptively. Data collection techniques used are interviews and documentation. While the data source used is primary data obtained from the research location in the form of research informants and supported by secondary data, namely related documents. The results of this study explain that the implementation of policies through the BPUM program is still not right on target, there are still many recipients who do not meet the requirements to receive assistance and there are still micro-enterprises that do not know aid information. The resources owned by the institution are also inadequate, especially in human resources and infrastructure in the process of administration and registration of assistance and communication which have not been effectively implemented by the relevant institutions.
