KEWENANGAN PENGELOLAAN PERBATASAN DI KABUPATEN ROKAN HILIR (STUDI PENGELOLAAN BADAN PERBATASAN TAHUN 2014-2018)

Abstract


National Border Management Agency (BNPP) is the National Border Management Agency and Border Areas as referred to in Law Number 43 of 2008 concerning State Territories. BNPP is a non-structural institution led by a Head of Agency who is under and responsible to the President. The problem in this research is that the Rokan Hilir Regional Border Management Agency was removed/liquidated in 2016, this is as a result of the issuance of Government Regulation No.18 of 2016 concerning Regional Apparatus. The purpose of this study is to describe how the authority of border management in Rokan Hilir Regency is (Study on the Elimination of Border Agency 2014-2018).

 

               The research approach is qualitative with descriptive analysis method by describing phenomena and data accurately. The research location is at the Regional Secretariat of Rokan Hilir Regency. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to the Regional Border Management Agency. Data collection techniques used by interview and documentation.

 

               The results of this study are that first, the authority of the Regional Border Management Agency of Rokan Hilir Regency has not run optimally. It can be seen from the withdrawal of authority of BPPD, which was originally in the regions, has now shifted to centralization. Second, the factors that influence the abolition of the Regional Border Management Agency in Rokan Hilir Regency are based on laws and regulations obtained through ways, namely attribution, delegation, and mandate. In addition, another factor that influenced the abolition of the Regional Border Management Agency in Rokan Hilir Regency was as a form of embodiment of budget effectiveness and efficiency.
