Abstract


Government and Community Information or InPAS is an information technology-based and practical program for a variety of information needs, so that it is easily accessible and used by Regional Organizations (OPD) and the Society in providing its participation as a more harmonious, fast and trusted space for communication and information space. The problem in this study is that the management and information services are not yet optimal in the Indragiri Hilir district government to produce quality information services. The purpose of this study is to describe the Management of Government and Community Information services by the Government of Indragiri Hilir Regency in 2018.

The research approach used is a qualitative approach. This type of research is descriptive. The location of the research is in the Office of Communication, Information, coding and statistics and PPID of Indragiri Hilir Regency. The types and sources of research data are divided into primary data using purposive informant retrieval techniques and secondary data in the form of supporting data related to InPAS. Data collection techniques used by interview and documentation. While the data analysis is done using qualitative analysis.

The results of this study are that first, the management of InPAS services by the Government of Indragiri Hilir Regency in 2018 has been carried out less than optimal where in carrying out its management functions related to the implementation of E-Government has not shown the stage of perfection. Planning, Organizing, Implementing and Monitoring InPAS still has obstacles. Second, the critical success factors for the implementation of Government and Community Information in the management of InPAS services in Indragiri Hilir Regency is one of the Legal Instruments as the legal basis for the InPAS.
