Abstract


One of the food problems that must be discussed in depth is about the
mixing of rice which is still happening in the community. Because rice is a very
strategic food commodity in Asian countries, especially Indonesia. Rice mixing is
done with the intention of taking advantage without regard to quality. In the
regulation of rice mixing, there are still many problems regarding legal
protection for consumers and the responsibility of business actors to consumers.
This type of research can be classified in the type of sociological law
research (empirical), because in this study the author directly conducts research
on the location or place under study in order to provide a complete and clear
picture of the problem being studied. This research was conducted at the Riau
Regional Police, while the population and samples were the Head of Criminal
Investigation Unit of the Solok Police, members of the Solok Police for
Intelligence and Related Communities.
The conclusions that can be drawn from the results of the research are:
First, law enforcement against rice mixing in the jurisdiction of the Solok Police
is carried out by forming a Food Task Force which in law enforcement conducts
raids and seals rice producers in Solok. Second, the obstacles in law enforcement
against rice copying in the jurisdiction of the Solok Police, namely First, where
the rice mixing occurs in remote villages which are sometimes far from the Solok
Resort Police area. Second, the occurrence of rice copying is due to economic
factors by which they can reap profits. Third, sometimes rice concoction can only
be detected through community reports because the access of the Solok Resort
Police cannot be monitored intensively. Third, efforts to enforce the law against
adulteration of rice in the jurisdiction of the Solok Police, namely the supervision
of the adulterated rice carried out by the Food Task Force, both from the Police
and a combination of regional institutions. One of the factors that make it difficult
for law enforcement officers to uncover this case is because the mixing of rice is
carried out during rice milling using a machine.
