Peranan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Kampar dalam Pemberian Izin Sertifikasi Produksi Pangan Industri Rumah Tangga

Abstract


Licensing is a subject in State Administrative Law that has a significant role. It
serves as a medium for the government to control the public, in an effort to ensure that

things are working well. SPP-IRT is a license issued by the Office of Investment and One-
Stop Integrated Services (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu)

for home-based food industry players. The Kampar Regency Government, based on its
authority, has assigned the Kampar Regency Office of Investment and One-Stop Integrated
Services to issue the license through the Kampar Regency Regulation Number 24 of 2017
on Position, Organizational Structure, Duties, Functions, and Work Procedures of the
Kampar Regency Office of Investment and One-Stop Integrated Services. Despite this
license issuance authority, there are home-based food businesses that have yet applied for
the license.
This research is an empirical and sociological legal one. It focuses on licensing
and authority. Sources used include primary and secondary data, which consist of primary,
secondary, and tertiary legal materials. Data collection in this research was conducted
through observation, interviews, literature review, and questionnaires. After the data were
collected, analysis was conducted to draw conclusions.
In this research, it is concluded that, first, the Kampar Regency Office of
Investment and One-Stop Integrated Services already provides good service, one of the
evidences being the licensing process that have been carried out online. However, the role
of outreach programs to familiarize the public with the licensing process is still very
minimal, even though the Kampar Regent Regulation Number 24 of 2017 has mandated it.
Second, there are no significant obstacles interfering with the licensing process, despite
internet connection problems that sometimes occur. Third, the issue with the outreach
programs will be addressed. They will be carried out both offline and online.
