IMPLEMENTASI PEMBIMBINGAN DAN PENGAWASAN BALAI PEMASYARAKATAN PEKANBARU TERHADAP NARAPIDANA PENERIMA ASIMILASI PADA MASA PANDEMI COVID-19

Abstract

Giving assimilation during the COVID-19 pandemic is known as home
assimilation. The correctional center is an institution that keeps to carry out
supervision and supervision that carries out house assimilation. The purpose of
writing this thesis, namely: First, to find out the implementation of guidance and
supervision of Pekanbaru BAPAS on assimilation recipients, Second, To find out
the guidance and supervision of Pekanbaru BAPAS houses for home assimilation
recipients, Third, To find out the efforts of mentoring and supervision of Pekanbaru
BAPAS towards and assimilation recipients House.
This type of research can be classified in the type of sociological juridical
research, because in this research the author directly conducts to the location or
place of research in order to provide a complete and clear picture of the problem
being studied. This research was conducted at BAPAS Pekanbaru, while the
population and sample were found by all parties related to the problems studied,
the data sources used were primary data, secondary data, and tertiary data, data
collection in this study was by interview and literature study.
In the research results, there are three things that can be key. First, the
implementation of BAPAS guidance and supervision on home assimilation, a form
of supervision carried out boldly, home visits and mandatory online reports.
guidance carried out by telephone/video calls according to the schedule in the form
of personality guidance. Second, BAPAS barriers are the limited number of
community counselors, the working area of Pekanbaru BAPAS, client correctional
data, and the geographical condition of the correctional clients' residences. Third,
the efforts of Pekanbaru BAPAS, namely pointing to other law enforcement officers,
reaching third parties, directly to the homes of correctional clients, coordinating
with guarantors of correctional clients, violations of housing assimilation rights.
The author's suggestions, First, Correctional Centers should improve guidance and
supervision to be able to optimally reintegrate correctional clients, Second,
Correctional Centers should have the number of mentors, mentors and supervision
carried out optimally, Third parties should also make efforts such as doing
community service. socialization and socialization or counseling regarding home
assimilation.
