Abstract


The implementation of the inclusion of halal labels on food and beverage
products is an obligation for product owners, in this case home industry food
because it has been regulated in Article 4 of Law Number 33 of 2014 concerning
Halal Product Guarantee which reads "food that enters, circulates, and is traded.
in the territory of Indonesia must be certified halal”, The purpose of writing this
thesis, namely: first, the supervision of the Halal Product Assurance Organizing
Agency on home industry food that do not have a halal label in Pekanbaru City,
the second inhibiting factors from the supervision of the Halal Product Assurance
Organizing Agency for home industry food that do not have a halal label in
Pekanbaru City, thirdly the efforts made by the Halal Product Assurance
Administration for home home industry food that do not have a Halal label in
Pekanbaru City.
This type of research is a sociological legal research, because it is based
on field research, namely by collecting data from interviews, questionnaires, and
literature studies that are related to the problems to be studied, assisted by
primary, secondary, and tertiary data. This research was conducted at the Halal
Product Assurance Agency (BPJPH) of Riau Province, the Institute for the
Assessment of Food, Drugs and Cosmetics of the Indonesian Ulema Council
(LPPOM MUI) Riau Province, and the owners of home industry food in
Pekanbaru City, while the population and sample are all parties involved in this
research. related to the problem under study. This study uses qualitative data
analysis and produces descriptive data.
From the results of the study it can be concluded that, firstly the
supervision of the Riau Province Halal Product Assurance Agency for home
industry food that do not have a halal label in Pekanbaru City has not been
effective, the two inhibiting factors of the implementation of the supervision are
the lack of personnel from BPJPH both in the office and those who go down.
spaciousness for socialization, the three future efforts are conducting
socialization, optimizing supervision and allocating a budget for the management
of halal labels to facilitate business actors.
