PELAKSANAAN PRINSIP KEADILAN DALAM PENYELENGGARAAN LAYANAN KESEHATAN OLEH BADAN PENYELENGGARA JAMINAN SOSIAL (BPJS) KESEHATAN DI RUMAH SAKIT UMUM DAERAH DR. MUHAMMAD ZEIN PAINAN

Abstract


Article 28 H paragraph (3) of the 1945 Constitution of the Republic of
Indonesia states that "everyone has the right to social security that allows his full
development as a dignified human being". BPJS is a social security administering
body consisting of BPJS Health and BPJS Employment. Ministerial Regulation
No. 28 of 2014 concerning Guidelines for the Implementation of the National
Health Insurance Program explains that JKN participants are entitled to benefit
from health services in health facilities in collaboration with BPJS Kesehatan
based on the principles of Humanity, Benefits, and Social Justice for all
Indonesians. This study aims to identify and understand the implementation of the
principle of justice in the delivery of health services by (BPJS) Kesehatan at
RSUD Dr. Muhammad Zein Painan. This study also aims to determine the
obstacles and solutions in the application of the principle of justice in health
services by (BPJS) Kesehatan at RSUDDr. Muhammad Zein Painan.
This type of research is a sociological survey design using a descriptive
method, has been used to collect information from 40 samples of BPJS Kesehatan
patients at RSUD Dr. Muhammad Zein Painan. Data was collected through
questionnaires and focus group discussions. Data were analyzed with tables and
themes.
This study found evidence that; (1) The application of the principle of
justice in the provision of health services by (BPJS) Health at RSUD Dr.
Muhammad Zein Painan, is in the fairly fair category, which consists of
indicators (1) distributive indicators of justice, included in the "less fair"
category, (2) procedural indicators of justice, included in the "fair enough"
category, (3) interactional indicators of justice , is included in the “Fair Enough”
category. (2) Constraints and solutions in the application of the principle of
justice to health services by (BPJS) Health at RSUD Dr. Muhammad Zein Painan,
there are several factors that hinder the fulfillment of the service rights of BPJS
Health participants, namely the lack of knowledge of BPJS participants regarding
the procedures and mechanisms for fulfilling the rights to health services.
