PELAKSANAAN TARIF UPAH BONGKAR MUAT BARANG ANTARA BURUH JASA BONGKAR MUAT DENGAN PENGGUNA JASA BERDASARKAN HUKUM KETENAGAKERJAAN ( STUDI KASUS DI PELABUHAN SUNGAI DUKU)

Abstract


Duku River Port is classified as a feeder port, the feeder port is a port
whose main function is to serve domestic sea transportation activities, loading
and unloading domestic sea transportation in limited quantities. But in reality, at
the Duku River Port, Pekanbaru City, there are additional charges for loading
and unloading goods, many of which are not in accordance with applicable
regulations.
This type of research can be classified in the type of sociological law
research (empirical), because in this study the author directly conducts research
on the location or place under study in order to provide a complete and clear
picture of the problem being studied. This research was conducted at the Duku
River Port, Pekanbaru City, while the population and sample were Business Data
Analysis of Sei Duku Port UPT, Sei Duku Port Harbormaster Officer, SPSI Labor
Chair or TKBM Sei Duku Port and ship passengers or service users. Sources of
data used are primary data, and secondary data. Data collection techniques in
this study were interviews, questionnaires, and literature review.
The conclusions that can be obtained from the results of the study are:
First, the implementation of loading and unloading wage rates between loading
and unloading service workers and service users at the Duku River Port is not in
accordance with the provisions that have been set. There is an additional tariff
related to the tariff for loading and unloading goods. Users of the Duku River
Port service complain that there is an additional tariff for the wages of
transporting goods. And Second, the settlement of the discrepancy in the rate of
loading and unloading wages between loading and unloading service workers and
service users at the Duku River Port has been carried out by means of
deliberation. This is because there is no definite legal form for loading and
unloading workers.
