PENGAWASAN BADAN PERMUSYAWARATAN DESA (BPD) DALAM MELAKSANAKANFUNGSI PEMERINTAHAN DESA DI DESA MAYANG PONGKAI KABUPATEN KAMPAR BERDASARKAN PERATURAN DAERAH KABUPATEN KAMPAR NOMOR 6 TAHUN 2018 TENTANG BADAN PERMUSYAWARATAN DESA

Abstract

The implementation of the supervision function of the Village Consultative
Agency (BPD) in Mayang Pongkai Village is regulated in Kampar Regency
Regional Regulation No. 6 of 2018 concerning the Village Consultative Agency.
In article 45 mentioned in the implementation of supervision of the BPD carried
out through the stages of planning the activities of the Village Government, the
implementation of activities, and reporting on the implementation of village
government by means of monitoring and evaluation. But in fact, the stage has not
been effectively applied due to several things, namely human resources that do
not understand the function of supervision as a member of BPD, the operational
budget power of BPD per year that has not met the needs of BPD, inadequate
facilities and infrastructure, and low public awareness in conveying aspirations.
Therefore, it needs to be studied in a stimulant first, the implementation of the
supervision function of the Village Consultative Agency in Mayang Pongkai
Village kampar regency.
This research is a sociological legal research, because it is based on field
research that is by collecting data from interview, questionnaires, and literature
studies that discuss research that will help support primary, secondary and
tertiary data. This study uses qualitative data analysis and produces descripitive
data.
From the results of the study it was concluded that, First, the
implementation of Kampar Regency Regional Regulation No. 6 of 2018
concerning the Village Consultative Agency has not been optimal, Second, the
lack of coordination between BPD institutions and the Village Government in
running the Village Government simultaneously so that there is no partnership
between the two. Third, the future effort is to revive the forum of citizens forum in
order to create good relations from the community and also the village
government. The author's advice is. First, optimizing the supervisory function in
accordance with regional regulations, second, increasing the socialization of
supervision through local government, third, re-discussion of the effectiveness of
supervision in regional regulations, especially operational funds.
