Abstract


This research is related to the implementation of the functions of the
Controling of the Department of Environment and Hygiene in the implementation
of the Regulation of the Minister of Environment and Forestry No. 56 of 2015 on
the management of medical waste covid 19 in in the City of Pekanbaru. In the
time of pandemic is found medical waste in the landfills around the community, in
addition the management of medical waste in the City of Pekanbaru is not
efficient. Therefore, it is necessary to study in stimulant that first, how the
implementation of the functions of the supervision of the Department of
Environment and Hygiene in the implementation of the Regulation of the Minister
of Environment and Forestry No. 56 of 2015 on the management of medical waste
covid 19 in in the City of Pekanbaru, the second, the barriers for the Department
of Environment and Hygiene in carrying out the functions of Controling in the
management of medical waste covid 19 in the City of Pekanbaru, the third, the
efforts made in dealing with the problems of management of medical waste covid
19 in the City of Pekanbaru.
This research is a legal research sociological, by collecting data from
interviews and review of the literature related to problems the author of the
review, assisted with the data of primary, secondary and tertiary. In this study,
using the qualitative data analysis, which produces descriptive data, and
concluded with the method of thinking deductive.
From the results, it can be concluded that, first the functions of the
Controling of the Department of Environment and Hygiene in the implementation
of the Regulation of the Minister of Environment and Forestry No. 56 of 2015 on
the management of medical waste covid 19 in in the City of Pekanbaru is already
implemented but controlling is not yet optimal. Second, the factors that become an
obstacle for the Department of the environment and the Cleanliness of the City of
Pekanbaru in monitoring the management of medical waste is the absence of
specific regulations about how the process of supervision is done, the budget,
facilities and infrastructure as well as the lack of operational personnel. Third,
the Attempts made to overcome the problems of management of medical waste
covid 19 is with a do accept reports the deposition of medical waste from each
hospital, in coordination with the relevant parties, establish regulations related to

fisheries B3 waste as well as put the officer on the location of the place of the
discovery of the medical waste that is disposed around the community.
