Abstract


Smuggling comes from the word smuggled in a clandestine or dark way (illegitimate).
The criminal act of smuggling the Counterfeit Goods cannot be underestimated and must be
dealt with seriously by law enforcement officials in order to minimize and prevent the criminal
act of smuggling the Counterfeit Goods to occur. who do not know Knockoffs.
The purpose of this thesis is; first, to find out the Role of Civil Servant Investigators
(PPNS) in conducting the investigation of the smuggling of Artificial Goods in Batam. Second, to
find out what factors are hampering Customs and Excise Civil Servant Investigators in carrying
out investigations into the smuggling of Artificial Goods. Third, to determine the PPNS Customs
and Excise Efforts In preventing the occurrence of smuggling of imitation goods in Batam. This
type of research can be classified in the type of sociological research, because in this study the
authors directly conduct research at the location or place of study in order to give a complete
and clear picture of the problem under study. This research was conducted at KPU Type B
Batam and Nagoya Hill, the population and the sample are all parties related to the problems
examined in this study, data sources used, primary data, secondary data and tertiary data, data
collection techniques in this study with interviews, and literature review and questionnaires.
From the results of the study, two main things can be concluded first, the role of civil
servant investigators in investigations has not been maximized. Second, the obstacles
experienced by investigators in preventing smuggling, namely the Batam waters area is very
broad, making it difficult for investigators to conduct surveillance, and third, efforts made by
investigators, the addition of PPNS members who have high human resources to make it easier
to search, find, collect and manage intelligence information about the presence of smugglers of
fake goods with various modes of operation.
Based on this, Law Number 17 of 2006 concerning Customs has stipulated the penalties
for smuggling as stipulated in the provisions of Article 102.
